Ganzhou pays special attention to joint construction as a platform. Ganzhou City has one national export processing area and one national tungsten, rare earth new material export rejuvenating trade through science and technology innovation base, 16 provincial industrial park and 3 small and medium enterprise innovation base with 130 km2 architectural planning area, including 50 km2 Ganzhou Hong Kong Industry Area and Ganzhou Taiwan Industry Area under planning, as well as 338,000 km2 Galvanization Industry Area in favor of national environment protection and favorable treatment of energy saving and reducing.
Ganzhou carries out fast project starting system. Persevering in "Putting service first", Ganzhou municipal administrative service center takes the responsibility to handle investing procedures. Meanwhile, significant project commission system, leadership tracking service, supervisory of programs' implement, public promise of limitation of procedures, complaint handlingsystem are carried out.
Pre-approval is changed into post-supervisory. Divided series approval from each apartment is changed into cooperating approval of the entire apartment. Project starting system lead by Ganzhou Economy Technology Development Area and the counties (cities, districts) industry garden (small and medium enterprise innovation base) administration committee has been pre-approval confirmed. All the pre-approval issues are handled in 10 work days (if there is stipulation in law, it shall be handled in accordance with the least time limit). After pre-approval is approved, the enterprises can start to construct with applying to relevant departments for approval according to legal procedures. Relevant department carries on cooperating approval, and shall shorten 30% on the basis of original time limit.
Industry enterprises in Ganzhou Economy Technology Development Area can independently organize project tender and bid by Development Area.
New-added enterprises in accordance with relevant establishment registration need to get pre-approval but if don't, they can get pre-issue business license. After getting pre-approval permit, enterprise business license alteration registration procedures should be handled. Industrial & Commercial department can carry out "license-alternating syste", admitting the effectiveness of the original registration, and make alternation of registration of the enterprises' name and address, then issue business license.
Ganzhou creates "Green Line", improves work efficiency, and carries on relevant departments' cooperating approval system lead by administration service center management office on Monday, Wednesday and Friday.
